Every week, first-time buyers in Tampa Bay close on homes with little to no money out of pocket — thanks to grant programs and forgivable loans most people don't know exist. If you're buying your first home in Hillsborough or Pinellas County in 2026, here's what's available.
Florida Assist: $10,000 at 0% Interest
The Florida Housing Finance Corporation's FL Assist program provides a $10,000 second mortgage with 0% interest and no monthly payment. It's repaid only when you sell or refinance — meaning you can purchase with just 3% down on a conventional loan and cover the rest with FL Assist. Income limits apply and vary by county.
Hillsborough and Pinellas County SHIP Programs
Both counties administer State Housing Initiatives Partnership (SHIP) funds that provide down payment and closing cost assistance for income-qualified buyers. The amounts change annually based on funding availability. The City of Tampa and City of St. Petersburg also have their own programs with additional funds for properties within city limits.
Military and Veterans Programs
VA loans already offer 0% down for eligible veterans. Florida's Salute Our Soldiers program stacks on top of VA with below-market interest rates. Tampa is home to MacDill Air Force Base — if you or your spouse has served, these programs can significantly lower your total purchase cost.
